The project construction, which was primarily estimated to cost around Rs 5.28 billion, saw an increase in investment to Rs 8 billion due to trade blockade, earthquake and other natural calamities. The construction started from mid-December 2012 and completed at the end of December 2016. China International Water & Electric Co. (CWE) financed the project under the build, own, operate and transfer model together with Nepalese investor Bijay Babu Malla.
